The Miami-based prepaid cell phone company must obtain certification from the 911 emergency service boards in every county in the state, because the state Wireless 9-1-1 Board lacks legal authority to grant statewide certification, the board's lawyer said today.

Company spokesman Jose Fuentes said the service will be rolled out county-by-county as the company wins certification.

"It can take eight months to a year," Fuentes said.

The cellular plan, an extension of a federal program that subsidizes wired telephone service for the poor, includes a free phone, unlimited 911 service and 68 minutes of free talk time a month. As many as 560,000 households in the state could be eligible for the service.
